If you haven't recharged for some time this could be the reason, at least you should make an annual recharge of any amount to keep it active.
In any case, you can request the recovery of the number through this form https://d1qsjop7tycsfb.cloudfront.net/fileadmin/mainbrand/moduli-utili/mobile/Riattificazione_numero_ricarabili.pdf  within 11 months from the deactivation date.

The form indicates to send it by post but you can also send it by pec to the servizioclienti159@pec.windtre.it or via chat from the customer area, attaching the identification document.
